Snooping
The main purpose of the snooping skill is traditionally for a thief to scope out potential targets. Snooping allows you to look in another player or NPC's backpack; to use it, open the target's paperdoll and double-click the backpack in the paperdoll. You must be standing very close to the target. Once you have access to their backpack, you can snoop further by attempting to open any containers that they're carrying.
Many players who never steal anything still find snooping to be a useful skill. There are many cases in which you will want to know what someone else is holding in their backpack. Higher snooping skill allows you to peek into their backpack with no chance of detection.
To train snooping, just look in other people's backpacks repeatedly. No backpacks are more difficult to look in than others; just do this over and over and your skill will eventually reach 100.
