Runic Tools
Crafting weapons and armor with regular tools generally results in standard, non-magical equipment (with the exception of the use of magical wood).
When you craft equipment with a runic tool, the item created will be given random magical properties, with the number of properties and intensities of those properties depending on the quality of the runic tool used. Each type of craft has a variety of tools available. Tools that create more powerful weapons generally have fewer uses than lower-intensity tools.
Blacksmithy
Runic hammers are acquired by completing certain blacksmithy bulk orders.

Bowcraft
Oak fletching tools are given as elven quest rewards.
Higher level runic fletching tools are given as a reward from the champions: Serado, Twaulo, Ilhenir, and Meraktus. Those champions will always have either a runic saw or fletching tool.
